Ever wondered why corruption is not punished as it should by the country’s authorities?
Well, Kenya is a case of how not to run a state.
What is not known or has been lost to many Kenyans is the fact that in the run-up to the hotly contested 2017 elections, the Jubilee government raided the coffers of virtually every state corporation (parastatal) to seek funds for the campaigns.
Jubilee, a rogue regime led by the UhuRuto kleptocratic duo managed to threaten or seduce all Managing Directors to ‘give something to the campaign’.
No one was willing more than Geofrey Mwangi to be part of the scam.
Mwangi, a seasoned looter who had pocketed Ethics and Anti-corruption Commission (EACC) commissioners and detectives by bribing them with houses, funded Jubilee regime election campaigns in 2017 by looting money meant for patients.
NHIF is a very big scam and Geofrey Mwangi, being a mudu a nyumba, escaped EACC dragnet when things were really hot on him after a call was made from statehouse. Mwangi was being sought after by EACC detectives over a loss of Ksh400 million paid out for a medical scheme for civil servants, police and prison officers. This is after the National Hospital Insurance Fund paid two bidders against an order by the Public Procurement Administrative Review Board.
Britam Life Assurance Company (K) Ltd and Pioneer Assurance Company Ltd were awarded the tender, despite quoting high prices. Britam quoted Sh836,946,330 while Pioneer put its price at Sh852,284,830. The board had ruled that the award was irregular and ordered that NHIF contracts UAP Life Assurance Limited at its tender sum of Sh797,623,500. The tender was for the provision of the Group Life Cover and last expense for civil servants, National Police Service and Kenya Prisons Service for the 2017-2018.
This guy bought his freedom and by having statehouse defend him, it means he can get away with even bigger looting.

The extent of his looting and staying power
In 2018, a report by the Auditor General’s office fingered NHIF for ballooning the cost of constructing the upperhill car park rose from Ksh900 million to a high of over Ksh3 billion.
EACC never followed up this case despite the recommendations by the Public Investments Committee (PIC).
In the audit report, NHIF failled to explain how the cost of the multi-storey car park in Nairobi went up.

According to the report for the year ending June 30, 2018, the construction commenced in May 2002 and was scheduled to end in August 2003.
However, the contract sum was later revised upwards to Sh1.2 billion above the original contract sum.
The report indicate that although the project was completed in July 2008, a further Sh626.6 million and Sh4.7 million was incurred in the financial years 2009/10 and 2010/11 respectively on the project.
Was NHIF trying to hide the looting that goes on there?
“The escalation of cost of the car park by 337 percent over and above the original cost has not been justified,” reads the report.
At that time, the head PIC, Mvita MP Abdulswamad Nassir said that the committee would soon recall NHIF directors over other matters and the issue will be discussed again.
Never have they been called nor the EACC completed the probe on the exorbitant costs of constructing the car park.
This is insane.
Seems like a call from Statehouse did wonders. NHIF corrupt Boss Mwangi had bought the protection by financing UhuRuto’s 2017 election campaigns.

However, one this is now clear, President Uhuru Kenyatta in August said clearly before TV cameras that those implicated in corruption should not call him henceforth ‘when Kinoti comes for them’.
The Directorate of Criminal Investigations (DCI) boss George Kinoti now has a green-light to go for such people as Former NHIF CEO Geofrey Mwangi, because of the corruption and plunder that is going on there.
This time, we believe that he will be nabbed because there will be no calls from state house to stop hi arrest and prosecution.
