Nairobi Governor Johnson Sakaja faces continued scrutiny as it’s revealed that his administration cannot trace Sh 144 million donated towards the school feeding program known as Dishi Na County.
The funds, contributed by the French Government to support the program launched by Governor Sakaja in October 2023, remain unaccounted for. Health Committee members of the Nairobi County Assembly, led by Mountain View MCA Maurice Ochieng, learned from County Executive Committee (CEC) for Health Susan Silantoi that regulations for the Dishi na County funds are yet to be established.
Silantoi clarified that despite submitting fund regulations to the assembly in December, they await approval after being referred to the delegated committee. No direct transfer of funds has occurred between the county and the donor, she explained.
The donated funds were channeled through the Food for Education Foundation, a non-profit organization managing the Dishi na County program across various counties. Under this initiative, the county, parents, and partners contribute to provide meals for children.
Wawira Nyambura, CEO of the Dishi na County program, disclosed that the French Government’s donation specifically targeted 25,000 children unable to afford the program’s minimal fee. While acknowledging continuous contributions from various sources, Nyambura emphasized the need for accountability and transparency.
Despite producing 184,000 meals daily, the program falls short of its initial goal to provide 250,000 meals, leaving over half of the enrolled children without access. Health CEC Silantoi affirmed that Sh623 million has been utilized for the program, outlining the breakdown of costs incurred per child.
However, concerns arise regarding the lack of detailed financial disclosure and oversight regulations. The CEC clarified the comprehensive nature of the cost per child, covering ingredients, logistics, staff payment, and kitchen operations.
Amid resistance from some parents questioning meal standards, the program faces scrutiny regarding accountability and implementation practices.
