Hi Nyakundi, please do not reveal identity. Please publish this widely. We write to you as staff at SASRA, and we have been following up on the exposes you have been doing. We confirm that all that you are exposing is unfortunately true. SASRA is being run down by the CEO Mr. John Mwaka, Procurement Manager Diana Mwacharo, HR Manager Boniface Musumbi and of course the rogue retired Commissioner of Cooperatives Mrs. Mary Mungai.
Commissioner Mary Mungais’ son is employed at SASRA, he is called Robert Mungai. He rarely appears at work. He can be absent for over a year, but nothing will happen to him. He was actually admitted to a rehab facility because of abuse of hard drugs.
The partitioning actually took place at a cost of Ksh. 170m. Let ODPP, DCI, EACC visit our offices at UAP towers and see for themselves the partitioning worth 170m. They now drive new cars and have acquired property in the past two years not commensurate to their salaries.
We have not had a substantive Internal Auditor for several years now. The last substantive IA was sacked un-procedurally, because she dared question the powers that be.
Even staff are not spared, if you do not have a godfather, or are not the daughter or son of some prominent people, you are on your own. Some of us work with fear, we do not know when we can be unceremoniously sacked, or sent packing, or given disciplinary letters. As a staff, you can never air out your grievance or professional opinion, utaenda nyumbani. We are afraid. When SASRA started in 2010, job advertisements were done in the media, people applied. There was a group of 10 staff that joined SASRA on Secondment from the then Ministry of Cooperative Development and Marketing.
These staff joined in 2010, most of them responded to the job adverts, attended interviews and were employed on Permanent and Pensionable terms, and given appointment letters. They even joined the SASRA private pension scheme. This meant they were no longer on Secondment. Their 31% basic pay was never deducted back to the Ministry, meaning they were already employed on permanent and pensionable terms.
Come 2014, two staff were sacked and purportedly sent back to the Ministry, on the disguise that their Secondment had expired, mind you this is 4 years after 2010, Secondment has a maximum limit of 3 years, how could they purport that these staff were on Secondment?
The interesting part is that one of those staff was Boniface Musumbi, who was reinstated by Mr. Mwaka in 2015, and immediately promoted to Manager HR & Administration. The other staff was left out, just because he didn’t come from Mr. Mwaka’s tribe.
This is why Musumbi is Mr. Mwaka’s right hand man, he comes from his tribe, and he reinstated him after being illegally sacked.
We as staff, are asking where is justice, why was the other staff illegally sacked, and Boniface Musumbi reinstated, yet they were purportedly sacked under the same illegal circumstances? The Ministry, under Commissioner Mary Mungai, supported the decision to illegally sack these two staff, purporting that they were on Secondment. How many of us will also be sent packing back to the Ministry on pretense that we are on Secondment. How many of us who left our previous jobs in the private sector will be rendered jobless because we cannot bow down to corrupton.
We ask ourselves, if they were on Secondment, why were the other 8 staff who joined on Secondment not sacked? Why was Boniface Musumbi reinstated and not the other staff with whom they were sacked together?
The former HR & Admin manager was also unceremoniously sacked by the CEO Mr. John Mwaka, because he questioned these actions. The board supported Mr. Mwaka, because they were obviously compromised already. He was sacked and replaced by Boniface Musumbi, who is assisting him to loot the Authority.
There are currently 3 staff sacked unprocedurally with cases at the Employment and Labor Relations Court, they are estimated to run into millions in settlement whenever they will be completed, cases that would have been avoided if proper procedure was followed.
Mr. Mwaka claims to be powerful and untouchable, he has support from the CS Adan Mohamed’s PA, Kiminini MP, whose wife works here and is always favoured, we are also informed that he is backed by someone powerful in Machakos County Government. He acts like there’s nothing that can be done to him. He also taps phones of other staff he sees as threats, with support from some DCI officers. Recently there are staff who were given disciplinary letters just because they differed with him professionally.
We as staff are tired, we cannot do our jobs properly because there is always no funds for activities. There is no Sacco supervision because there is no money. All because the CEO and his stooges are looting. We are afraid of being sacked at any time, or being given disciplinary action without cause. SASRA has some bright minds, but they cannot work professionally, because of fear of reprisal.
Auditors from the Auditor general office are bribed, they supply to the Authority, board members are bought off with tenders and trips abroad. We hope the new Commissioner will be tough, if he hasn’t been compromised already.
The former PS Susan Mochache was already compromised by the former Commissioner Mary Mungai, she always looked the other way. We hope the current PS will be firm and take action.
We also appeal to the Cabinet Secretary to take firm action. The DCI KInoti, ODPP Hajji, EACC, Auditor General Ouko, please help us. All of your offices have been mentioned here assisting Mr. John Mwaka to loot.
