Members of the County Assembly (MCAs) of Nairobi have rejected the nomination of Stephen Gathuita Mwangi aka SG Mwangi as Built Environment and Planning County Executive Committee Member (CEC).
According to documents seen by Cnyakundi.com, SG Mwangi is a perennial land grabber among other ills.’
“We the undersigned hereby register our objection to the nominee named herein above that he is not eligible to be a Member of Nairobi City County Executive Committee on the following grounds,” the reasons begins
- Chairperson, the nominee is not registered with the professional bodies, i.e, Kenya Institute of Planners (KIP) or Town and County Planners Association of Kenya (TCPAK) at the time he was nominated for the said position. These are umbrella corporate bodies representing professional planners comprising town, county and country planners, and or urban and Regional Planners, Physical planners as required by law.
- The nominee of Build Environment and Urban Planning has been a wanton illegal/irregular public land grabber and or disposer for unjust enrichment. Mr. Chairperson, Land Reference No. 27/326, off Kiambu Road, Ridgeways, Nairobi, the said parcel of land was a surrender to the defunct City Council of Nairobi purposely for construction of a Nursery School.
- The Chief Executive Officer of Wonder Joy Party World sometimes in 2011 made a formal application/request for a Temporary Occupation Licence (TOL) to the Town Clerk and made it to the attention of the then Chief Valuer, Mr. Kich J. Ayiecho. That on the 7th day of September 2011 the Chief Valuer, Mr. Kich J. Ayiecho responded to the application by Wonder Joy Party World, a copy of the letter Ref: VAL.1123/SG/1/92/AK/igm (hereby attached as exhibit 1) giving terms and conditions of the regularization of land Ref No.27/326. That the response letter was received on the 9th September 2011 by Wonderjoy Party World two days later and the acceptance letter by Wonderjoy Party World which was undated was received by the Chief Valuer’s office on the 12th September 2011. The nominee hurriedly registered the same public land in the name of Wonderjoy Party World on 14th day of August 2017 and lodged the same at the lands office on the 11th September 2017, with a forwarding letter backdated to 15th December 2015, thus raising eyebrows.

The document contains letters showing how the CEC nominee is a perenial land grabber.
Pumwani Hospital Land
Pumwani Maternity Hospital is a hallowed place where women in Nairobi are affordably served to give birth.
It is sacrilegious to grand land for such a facility that can (if it has not already) become a referral and teaching facility for the whole of East Africa.
In a second document, a memo dated 1st September 2015 addressed to the Chief Valuer from Nairobi County’s Director, Investigation and Information Analysis Mr Geoffrey K. Riungu, references an alleged illegal development of LR No 209/13686-7 General Waruinge street Pumwani.
“This office is conducting an inquiry on alleged illegal development of the above parcel of land. In the course of the said inquiry, it emerged that another party namely Abdi Abdirahman Muhumed holds titles No.IR 89211 and 87666 for LR No.209/14652 and 209/14651 respectively, apparently pointing to the same ground and location as the subject property, also being claimed by Jonathan Gichoya Muiruri and Benjamin Musyoka Mutua. The latter parties hold lease titles No.IR 45864 for LR No.209/13686 and 209/13687 issued by the defunct City Council of Nairobi on 16th December, 2014 and allegedly registered by Registrar of Titles on 23rd December 2014,” the memo stated in part.
Mr Riungu received a response from Chief Valuer Nyoike N.I stating
“Your Memo Ref: 11A/1/2NOL. XV/23/M1M dated 1st September 2015 on the above referenced matter refers. The Memo Ref: VAL 162NB 237/12/AK/fo of 9th February, 2010 and VAL. 1113NB 1237/12/1/NNI/mnn of 11th November, 2009 in deed emanated from this department. However, it was found out after investigations in the year 2010 that the said properties are not part of LR:NO. 209/6712 as earlier alluded to in the Memos under reference. However, it appears though that ere is duplication of numbers and LR:NOs. 209/13686-7 are the same one as LR:NOs. 2 9/14651-2 (now LR:NO. 209/19881).”
A document is also shared which shows that an Acting Chief valuer K.J Ayiecho instructed senior counsel litigation JK Ndichu on the 27th November 2009 referencing Doctor Houses – Pumwani Maternity Hospital LR No 209/6712 to initiate the cancellation of titles for LR Nos 209/14652 and 209/14651.
The grabber of that land seems powerful enough to make the back and forth between departments at the Nairobi County Govt go back and forth over the matter.
Pumwani land is still under the greedy gaze of land grabbers under SG Mwangi.
As per sources, SG Mwangi is very powerful that he takes Ministry of Lands and Survey of Kenya as his kitchen.
The man has a huge appetite for land and has formed a ring of people around him that make it easy to take up and transfer land without following the POhysical Planning Act and laid procedures.
He has no regard for regulations.
The team of officers around him also monitor those that are raising questions about his activites.
He has the ministry of lands and survey of Kenya people in his pockets. The only hurdle he has, according to sources, is the National Lands Commission where questions, as well as bribes, are asked. He doesn’t walk easily here, but still managed to grab land.
SG is not suitable for the CEC Planning position as his networks of grab lands and pain spreads from EMbakasi, South C, Parklansds, Buruburu, Gigiri, Eastleigh, Westlands Kilimani to Mukuru kwa Njenga.
He dislikes having public land for public use sit idle.
Other lands in his possession that have raised eyebrows include: plot no LR 209/21694 along Third Parklands Avenue, Nrb block 103/793 South C, Nrb block 77/597 Buaruburu, Nrb 91/56, Gigiri among many others.
