Water Cabinet Secretary Simon Chelugui has invested his proceeds from the Sh19 billion meant for the Itaare dam project in the real estate even as the state refuses to freeze his accounts and assets.
DCI is at the moment in liaison with Office of the Director of Public Prosecutions preparing for the cases whose arrests may come soon.
The Directorate of Criminal Investigations has summoned 11 people among them former board members of Rift Valley Water Works Development Agency ( RVWWDA) over graft in Sh38bn Itare Dam project.
Among those summoned to appear at the DCI headquarters on Kiambu Road on Monday to record statements over the multi-billion dam scam is Ms Lydia Ntimama, daughter of former Cabinet minister William ole Ntimama and several senior government officials.
Water CS Simon Chelugui was on Wednesday grilled for over five hours following misappropriation of Sh19 billion meant for the Itaare dam project.
Chelugui arrived at the Muthaiga DCI headquarters on Wednesday mid morning to record statement on the whereabouts of the money.
It is said Chelugui took over the mantle at the Ministry in February 2018 and thus he is responsible for the missing cash.
The ministry has already spent some Sh11 billion yet the project is only 10 percent complete.
Simon Chelugui has been laundering the proceeds of crime to the real estate sector, especially in Karen as will be revealed in the next article.
Chelugui, operates through a notorious real-estate company that launders for the cartels in the private sector and government officials stealing from public coffers.
