Dear Cyprian,
I have read your appeal for information on ERCs CEO Pavel Oimeke. The rot at ERC is appaling and most employees are staying there to just earn a salary. The man has turned the Commission upside down in less than two years since his appointment.
This guy represents everything wrong with contemporary leadership. To begin with, he is a dictator who criticizing his ideologies is considered treasonous. If you do, he will isolate you, funny investigations shall be started against you and sooner or later you will find yourselves in the courts fighting allegations so grave while you are sacked/interdicted.
Impunity is a way of life at ERC. Employees have been intimidated to silence and no one speaks of the impunity of this man. Professionals hired by previous regimes have been sidelined, isolated and threatened. Staff meetings have been turned to threatening platforms. He has surrounded himself with a clique of sycophants that engage in dirty work for him and are rewarded with trips.
Recruitment
This is one area that this man has messed up completely. Out of 10 employees, 8 of them are from his village. They have zero skills and tribalism reigns supreme. Just recently, a candidate who emerged bottom in an interview surprised many when he reported starting work at the Commission. Clandestine appointments are done to just bring guys from his community. Earlier on, a consultant hired to recruit was terminated because he was not cooperating to bring unqualified villagers.
Association with Cofek
Cofek is the one doing engagement workshops for ERC. They are given money in millions for things no one understands about. Rumour has it the relationship between Oimeke and Mutoro of cofek is based on blackmail. Last year Mutoro stumbled upon letters that Oimeke had directed that cases of some illegal gas traders be dropped at the High court. Nobody knows why these cases were being withdrawn despite the dangers that illegal gas poses to the public. Your guess is as good as ours. ( We will follow up this case)
Procurement/Corruption
DPP needs to move in to unearth the irregular award of tenders at ERC. He terminates procurement contracts anyhow without valid reasons if you’re not cooperating. Also, substandard goods are accepted upon his coercion of employees to sign for them. It is believed that these companies are either his/his operatives
Illegal gas
Illegal gas plants are being licenced after dropping bribes with Oimeke-DPP should move in and investigate licencing at the Commission if anyone cares about public welfare, the same is the result of rampant fuel fixation with kerosene that kills engines. Cyprian assist this commission as its mandates affect the public. Oimeke is arrogant and keeps bragging that he knows people and nothing can happen to him. Tell this to the President, please. It is said that bribes are dropped at ERC at will for him to facilitate corrupt deals. The same issue is happening with the IPPS you have been talking about. we can go on and on Cyprian please give the DPP a sign to deal with the rot facilitated by this man
Cases in Court
In the History of ERC, The Commission has never been sued like it is today. Most cases are arising from impunity and arrogance of this manner to eat into litigation funds for purposes of him sharing with his friends.
