DEAR, EL PRESIDENTE
Kindly expose the rot in both KPA and SGR
OPERATIONAL CHALLENGES AT PORT/ICDN
Challenge
Agency
1
Storage/re-marshalling refund claims by Importers/Agents on Containers transferred to CFSs on Ministerial Orders
KPA
2
Merchant cargo is picked randomly at the Port and transferred even without the knowledge or information to the cargo owners or their Agents.
KPA/SGR
3
Some very urgent Shipments end up on railway wagons marked as railed to ICDN and 3 4 days later same is nowhere at ICDN. Some containers are railed but held at Athi-river/NFT on wagons. All this time, storage/demurrage charges are accruing.
KPA/SGR
4
Originally the Issue was only forceful rail age to ICDN, but now, some Containers have been left un-railed for over a week yet on hold by KWATOS for rail age. Request to clear the same from the Port is denied.
KPA/SGR
5
Multiple containers in one b/lading are being evacuated partially to ICDN yet clearance process can only start when all containers are landed. Meanwhile, storage charges are piling up while waiting for the rest of the containers to arrive at ICDN.
KPA/SGR
6
Containers erroneously railed to ICDN. Request to transfer the same back to Port is supposed to be within 24 hours. Request at times denied or takes long time to transfer back to Port.
KPA/SGR/KRA
7
Reverse logistics on empty containers is disastrous as their return and arrival in Mombasa is delayed and owners not informed. Extra expense on last mile and storage charges levied by Empty Container Deports in very high.
KPA/SGR
8
Containers are transferred out of Port to CFSs without owners being informed. KRA end up penalizing Importers/Agents on wrongful declaration on location of the container, yet manifest advises container location as Port.

Challenge
Agency
9
Containers are being evacuated from ICDN immediately upon release to either Private yards/CFS in Nairobi or Makongeni Yard. Extra handling and storage is imposed to the Importer/Agent.
