The problem is that the time given for preparation of tender documents is very brief and this raises eyebrows.
One, has the tender already been awarded such that this is just a formality?
Two, who is going to benefit from this tender?

We are extremely disappointed by the poorly structured tender documentation attached. How bidders are expected to prepare concept designs and look for funders for a project of this magnitude in 18 days baffles us!
We are hoping that our professional bodies are seeing how much time we waste bidding for projects that are poorly prepared. It is not the first time that the City Council has wasted so much of our resources and they continue to do so.
We implore you to rethink your procurement methods and be fair to construction professionals.
