Thia is it. A loan amounting to four billion (Kshs. 4 billion) shillings was secured on behalf of Athi Water and Services Board (AWSB) by government of Kenya (GoK) from African Development Bank (AfDB) to carry out the above mentioned program.
A sizable fraction of that amount was to renovate and rehabilitate Kariobangi waste water treatment plant.
However, five years down the line the works remain stalled. The little work that was done, was shoddily executed.
Waste water treatment plants are sensitive facilities and when they are not functioning efficiently, they end up discharging non compliant effluent into the rivers. That is not only downright illegal but also dangerous.
If you happen to do your own survey you will find a pure case of corruption. A case of conflicting interest where personal interests override greater national good.
You are also likely to find stakeholders that is AWSB, Nairobi City Water and Severage Company (NCWSC) and the contactor conspiring to defraud the public.
I have tried my best to fight graft in ranks but it has not been easy. I feel exhausted but not yet given up.

Athi Water Services Board is one of the most corrupt institutions. Even as the top management is made up of a boardroom that can conduct a meeting in mother tongue.
