Embakasi West MP George Theuri is on the spot over the construction of a 18 Million Shillings Swimming Pool in Umoja Primary School.
Auditor general’s report of 2015/2016 has raised questions about the cost and tendering process of the swimming pool which was procured through a strict tendering process.
Bradley Ouna CEO of Concerned Citizens NGO says that they have written to the Director of Public Prosecutions and the DCI to investigate the alleged misappropriation of funds in Embakasi West Constituency.
“Our research shows that a swimming pool of that caliber should cost approximately Sh. 4.5 Million or sh. 5 Million only. The question is where is the rest of the money?,” posed Bradley.
“Single sourcing is against the CDF Act since it was not a project that qualified to be carried out through restricted tendering process,” he stated.
Among other projects that have raised queries in the Auditor General’s report include the cost driving classes for Embakasi Youth which allegedly cost Sh 8 Million and hair dressing classes which allegedly cost 9 Million shillings.
“The students who were taken to Buruburu Professional Training College were allegedly trained with 9 million though there are no invoices or receipts to prove such payments,” said Ouna.
Ouna also questioned the 9 million spent on a driving school that allegedly trained a number of youth.
“If we do the math, that number was supposed to train at least 6,000 youth, a number that does not reflect on the ground,” said Ouna.
Ouna has since written to the DCI and the DPP to swiftly conduct investigations into the matter and bring to book the culprits.
Embakasi West Constituency received 98 Million Shillings CDF money in the year 2015/2016 from the national government.
