Earlier in the year, when Coronavirus had just been discovered and mass panic was the biggest threat Health Cabinet Secretary, Mutahi Kagwe was hailed as one of the best managers of the crisis globally by The Wall Street Journal but alas, yet another wolf in Sheep’s clothing.
The publication dated 4-5 April 2020, termed Kagwe as a businessman with an MBA who had been washed out of elective office due to being too ordinary and emotionally distant, but then again a politician is a politician, and in Kenya, politicians begat Corruption.
The ministry of health under Mutahi Kagwe is running a crime syndicate like procurement. Corrupt Mutahi Kagwe is now done with robbing KEMSA and has allegedly turned his eyes on NHIF where he controls the C.E.O Peter Kamunyo like a puppet and together they are milking the state Parastatal dry.
Last week Kagwe presented a paper in the cabinet that approved NHIF to cover civil servants. NHIF then awarded a Sh6.3 billion tender to a privately selected group of companies to manage group life, last expense for civil servants, National youth services without following any laid down procedures by PPRA.
The CS on a live interview on the 16th Nov. said he had indeed authorized direct procurement of the Sh6.3billion insurance due to covid-19 indicating that the risk was too big for NHIF so they needed ‘re-insurance’.
The process to manipulate tenders at NHIF started with the recruitment process of the new C.E.O. The first process was stepped on when the likely top candidate seemed not favourable to the cartels. The second interviews were held and despite the current C.E.O. Kamunyu being an underdog he was confirmed CEO illegally and EACC was silenced from questioning the process. The CEO is related to CS Kagwe and they constantly drink together.
Since then NHIF has been calculating premiums and excessively exaggerating them with the help of Kiptum CEO of IRA from Sh889 million to Sh6.33 billion yet the population is the same. They cooked figures to reflect fake COVID-19 risk and increased the cost six times the market value
Now Kagwe has allegedly presented to the cabinet a proposal to also move the police group life cover from National police service to NHIF with an inflated budget of over Sh3 billion, another Mega scandal waiting to happen.
They say the worst thing you can do to corrupt politicians is informing their constituents, Kagwe has been chest stumping that he is the anointed one to succeed the president in Mount Kenya, and is probably eyeing the prime minister or deputy president position.
