Big thanks for what you are doing. I think the National Youth Service (NYS) is so rotten beyond salvation.
After Nys2 theft, the cs called for fresh vetting of suppliers, a friend who supplies the NYS Mtongwe technical college was vetted by basically filling fresh tender documents.
The tenders were opened but interestingly the tender committee introduced a clause at the tail end of the process that required all documents to be certified by a commissioner of oaths. Remember this was not stated in the tender docs!
The tender committee chaired by the principal of the college started calling individual suppliers and asking them to pay 10,000ksh per set of documents for one to be approved.
He had applied for 5 categories, he was required to bribe 50k. He couldn’t raise such amount and was locked out. Many genuine suppliers were locked out and the cartels are in place to continue with the looting.
Let Cs kobia and the new principal secretary Owino beware and audit the entire vetting exercise for the coast region. Investigate the entire tender committee for this particular exercise and take remedial action and punish those responsible.
