Kenya Medical Supplies Authority (KEMSA) has announced its intent to sack all its staff and advertise for 378 fresh vacancies
It is now emerging that the recently appointed CEO Terry Kiunge Ramadhan, who is expected to keep her job was well-placed to execute a fraudulent deal.
“It is instructive to note that the new redefined roles and functions will be advertised next week (this week) and competitively filled to ensure compliance with the approved staff establishment level. Unsuccessful staff members impacted by the new structure will be declared redundant,” Ms Terry Ramadhani told a local newspaper.
According to a source, Jomo Kenyatta University of Art and Technology Enterprises or ‘JKUAT Enterprise’, is usually involved in the deals to hire KEMSA staff, ‘since kickbacks is involved’.
JKUAT Enterprises is the consultant arm of the University.
“Anytime they given contracts they sub-contract to other ‘firms’ in order for them to get Kickbacks. As we talk KEMSA is about to advertise 378 positions. Terry is planning to go the same route (using JKUAT Enterprise) so that she can get some kickbacks”, a source wrote.
Terry who was hired fraudulently is perpetuating a scam.
Just a brief reminder, after the dissolution of the KEMSA board Terry was absorbed as a board member in charge of Human Resource functions. She oversaw the redundancy layoffs and also crafted the job description for a new CEO for KEMSA.
She would later resign, apply for the job and get it.

What she did is illegal according to Mwongozo, the Code of Governance for State Corporations.
She was supposed to resign 6 months before the advertisement.
This was a direct conflict of interest.
The sub-contractor under JKUAT Enterprises
According to fresh details, the company that was sub-contracted under the JKUAT Enterprises was Nuvem Global Limited.
Nuvem is said to be owned by Ms Patience Nduta Njau, the Deputy Commissioner in charge of Human Resources at Kenya Revenue Authority.
Ms Nduta is Terry’s friend.
She oversees tax collection in the South Rift region.
Nuvem’s team of consultants are ex-PWC staff.
