Four months after the Ethics and Anti-Corruption Commission (EACC) formally began to probe the ugly rot at the Kenya Vision 2030 Secretariat, more hidden skeletons continue to be unearthed at the government development programme.
In June 2022, we informed our esteemed readers of how EACC Deputy Director, Dr. Patrick Owiny wrote to Mr. Mwige, seeking his office to facilitate an inquest into allegations of irregular recruitment overseen by his office.
“To facilitate our investigations, the Commission requests that you provide us with certified copies of recruitment documents belonging to Flora Mwala – Senior Administrator, Dean Mutwiri – Administrator, and Fred Odhiambo – Chief ICT Manager,” the memo read in part.
To help in probing extensive fraud at DVS, the EACC obtained copies of the list of applicants, shortlisted candidates, names of panelists, appointment letters, interview scoresheets, recruitment reports as well as minutes of the board that approved the unlawful enlistment.
This followed our two-part exposé that accurately portrayed Mr. Mwige as a rogue crook whose greed knows no limits.
We helped amplify the voices of oppressed staff, who accused Mr. Mwige of poorly running the development programme by practising outright nepotism and actively promoting corruption at the organization.
We now understand that, based on their initial findings, the EACC has since broadened the net and summoned three more top officials at the development programme to assist them in their investigations.
This comes amidst mounting pressure from helpless staff, who have tirelessly been writing to the agency in a desperate search for solace.
One of the latest to be summoned is the Chairperson of the Kenya Vision 2030 Board, Madam Jane Karuku, an infamous businesswoman and corporate executive who has prominently featured on this blog for all but good reasons.
She is most popular for her evils as the Group MD and CEO – East African Breweries Ltd.

In their letter dated 21st October 2022, EACC has reasons to believe that Ms. Karuku played a notable role in abetting Corruption at Kenya Vision 2030, which was led by Kenneth Mwige.
“Reference is made to our letter EACC.7/10/1 VOL II (70) dated 3rd June 2022, where requested documents were forwarded to the commission with respect to irregurlar reqcruitments at the Kenya Vision 2030 Delivery Secretariat,” it reads in part.
They summoned her to record a statement regarding the matter at the Integrity Centre on 1st November 2022.
Also summoned is Ms. Rita Kacashe, a board member, who is due to appear at the Integrity Centre on 2nd November 2022, at 11 o’clock.
This is in addition to Ms. Judith Oketch, the Chief Human Resource Officer, who appeared before EACC on Thursday, 22nd September 2022.
Our source further informs us that a significant number of staff have already instigated legal action against the Secretariat over unfair dismissal.
They drew renewed inspiration from a leaked report by the Office of the Auditor General, which uncovered the massive thuggery by Mr. Migé.

- Unsupported expenditure on launch and dissemination of Kenya Vision 2030 flagship programmes
- Non-compliance with Imprest Management law
- Issuance multiplicity of Imprests
- Irregular expenditure on non-staff participants for various retreats/workshops/forums
- Unsupported expenditure to political parties during the political parties’ forum
- Uneconomical use of public funds by top officials
- Unsupported expenditure of contingency allowance
- Unapproved expenditure on gift vouchers
- Late exchequer releases
