In 2019, A new directive regarding special road privileges for Kenyan VIPs was issued by the Inspector General of Police, Hillary Mutyambai, who cleared just four Cabinet Secretaries (CSs).
Their respective Principal Secretaries (PSs) were also mentioned as the only elite group of individuals allowed to flout regular traffic regulations.
The four were identified as, CS for Defence, CS Interior and Coordination of National Government, CS Finance, and CS Foreign Affairs.
All the other CSs were warned that their drivers would be arrested and charged if caught in violation of traffic regulations.
