It is frustrating that the procurement team at EPZA does not want to cooperate and do a proper bid. This project was advertised and the tender documents did not appear until after 10 days eating into valuable bidding time. We are then expected to design, prepare bills of quantities, look for finance, design a marketing strategy and commit to a bid prices per square metre!
The least the authority could do is extend the bid submission date to a reasonable time. Please look into this issue, since it is beginning to look like the bid was prepared for another bidder in mind and it is rigged.
If the issue is not addressed, we will seek clarification from PPOA on what should be done when a contracting authority frustrates the bid process either in delaying tender documentation or in responding to critical queries given the limited time.
We want to support the Big 4 Agenda but give us a chance.
